Libertad dredging is reported complete without published package closeout

Rayman Builders signed the USD 1.071 million Libertad Outfall dredging contract on 6 October 2023. The Philippines Commission on Audit identifies the same package as DPWH contract 22Z00033, records a PHP 60.833 million contract cost and lists PHP 60.665 million in construction in progress at 31 December 2024. A November-December 2025 World Bank mission reports that all eight DPWH dredging contracts were completed. That supports completed contract status for the group that includes Libertad, but it does not publish this package's measured volume, sediment destination, as-built geometry, hydraulic clearance or DPWH acceptance.

World Bank contract 1747629 identifies Rayman Builders, the signature and the USD amount. The Commission on Audit independently identifies contract 22Z00033, its PHP contract cost and the construction-in-progress balance at 31 December 2024. The procurement plan gives the package title, estimate, Signed state and planned date. The November-December 2025 aide-memoire reports all eight DPWH dredging contracts completed, which supports completion at the contract-group level. Libertad's package-specific quantity, survey, hydraulic result, acceptance and final account remain unpublished.

An urban outfall must be closed out as a hydraulic asset

Removing sediment is only one part of flood-readiness. The package must prove where material went, what cross-section remained, whether utilities and structures were protected, whether the outfall flows as designed and whether the owner accepted the result before the next flood season.

Contract completion and hydraulic acceptance remain different questions

Contract 1747629 and the procurement plan establish a narrow Pasay dredging package. The Commission on Audit adds an independent financial identity: contract 22Z00033, PHP 60.833 million contract cost and PHP 60.665 million in construction in progress at 31 December 2024. Those audited figures do not establish final payment or technical acceptance. The later aide-memoire closes the earlier uncertainty over whether the eight DPWH dredging contracts reached completion, but its aggregate 10-kilometre waterway result cannot be assigned to Libertad. A defensible package closeout still needs actual dates, plant and method, sediment testing and destination, measured volume, as-built survey, hydraulic clearance, pumping-station interface, environmental records and DPWH acceptance.
