Contract route
Port Autonome de Cotonou awarded the Terminal 5 construction package to CHEC. A separate owner-representative continuity contract was awarded to Inros Lackner in October 2025. The African Development Bank's EUR 80 million facility, signed in February 2025, supports Terminal 5 and the separate Zongo access and parking project; it is financing evidence, not the CHEC contract value.
Execution window
The port authority page still lists 2021-2024, while the specialist armour-system record describes works beginning in 2023 and continuing beyond its 2023-2025 date band. AfDB's live project record remains Ongoing with a planned completion date of 12 February 2028. A current contractor programme or owner completion date is not public.
Works package
A new 20-hectare bulk terminal and improved nautical access. The evidenced marine envelope includes a 350-metre extension of the existing breakwater, an 891-metre revetment protecting the reclaimed terminal area and about 22,000 cubic metres of 2, 3 and 4 cubic metre ACCROPODE II units. AfDB also identifies basin dredging, access-channel widening and extension of the terminal's western sea wall within the financed modernisation scope.
Marine interfaces
The delivery chain runs from offshore and shoreline protection through reclamation, berth construction and nautical access. ACCROPODE placement extends below water to a published maximum toe level of -6.09 metres. Dredging, channel widening, hydrographic acceptance and navigation release must be tracked separately from armour production and land formation.
Commercial evidence boundary
PAC publishes a project cost of CFAF 98.3 billion excluding tax; AfDB records a separate EUR 80 million facility for Terminal 5 and Zongo access. Neither amount is a verified final CHEC contract account. The work still in view is marine completion, survey, environmental close-out, utilities, cargo systems, testing and operating readiness; the evidence does not point to a new greenfield package.
