Port Autonome de Cotonou's live Terminal 5 page reports 69% physical progress and 72% overall progress. The same page still gives a 2021-2024 delivery period, so the percentages show unfinished construction but do not supply a current finish date. CHEC's marine scope includes a 350-metre breakwater extension and an 891-metre revetment protected by ACCROPODE II units.
Published scope and current milestone
PAC controls the 69% physical and 72% overall figures, the 20-hectare bulk-terminal description, the CFAF 98.3 billion excluding-tax cost and the old 2021-2024 period. CLI identifies CHEC, the breakwater and revetment geometry, 22,000 cubic metres of ACCROPODE II units and field installation. AfDB's live record remains Ongoing to 12 February 2028. PAC's environmental report treats the north-quay and basin expansion as a separate project; its 1,400-metre quay and -15-metre dredging basis are not Terminal 5 quantities.
Port delivery and operating implications
Terminal 5 still requires reclamation protection, nautical access, dredging, berth systems and marine acceptance in addition to yard construction. A stale date beside a current progress percentage leaves supplier timing and completion risk unclear unless each workfront is reported separately.
Evidence conclusion
Construction progress lacks a current finish date
The public record establishes active construction and an identifiable marine package. It does not date the current percentages, publish the remaining work schedule, reconcile the original 2024 finish or disclose accepted dredging, hydrography, reclamation, berth or opening evidence. Keep Terminal 5 at construction until PAC provides a dated completion and handover record.
