Aiwo's new wharf is working; the port project is not finished

Cargo vessels are using Aiwo's new wharf and fuel line. ADB's latest monitoring report puts dredging at 78% and the northern-yard interim apron at 97% by June 2025, with all buildings handed over; the current project page still carries a broader unfinished-work list.

What changed

ADB's July 2026 monitoring report records the measured June 2025 construction snapshot: 78% dredging, 97% northern-yard interim apron, building handover and one outstanding southern-yard fire-pump system. ADB still lists the project as active and gives current grant data, but the same page also keeps buildings among awaited items. NMPA confirms the 28 August 2025 berthing; its -11 metre basin depth remains a target until an accepted survey is published. Partial operation is not whole-project completion.

Why it matters

A ship at the quay is strong evidence that the berth works. It is not evidence that every contract item is finished. At Aiwo, the operating waterfront now sits beside unfinished dredging and landside works, so completion claims affect navigation limits, cargo planning, maintenance responsibility and the timing of project close-out.

What remains open

The wharf opened in 2022, the fuel pipeline and reverse-osmosis plant followed in 2023, and Micronesian Ocean berthed in August 2025. The report released in July 2026 says that by June 2025 dredging was 78% complete, the northern-yard interim apron was at 97%, all buildings had been handed over and only the fire-pump system remained in the southern yard. ADB's two published positions conflict, so whole-project completion remains unverified.
