Menzel Abderrahmane's ETEP award still lacks a verified works start

TED confirms that ETEP signed the combined fishing-port and coastal-esplanade contract for TND 20,018,762.19 on 28 April 2025, with a stated 28-month duration. The EIA exposes a substantial marine package, including a 493 m breakwater and 5,400 m3 of planned dredging. Yet the public delivery chain stops short of technical works: July 2025 reporting described site-facility locations and pending administration, and parliament still described the project as delayed in February 2026.

Official award data closes the commercial identity but parliament keeps the field status open

TED controls the award identity, value, signature and stated duration. EIB's EIA controls the design basis. The separate EIB supervision notice does not reveal an award. Tunisia's parliament supplies the strongest public field-status evidence located and says the project remained delayed in February 2026. No cited source proves technical works, subcontract awards, achieved quantities or acceptance.

Delivery timing awaits a verified commencement trigger

A signed contract and a nominal duration establish the commercial award, but they do not establish the notice-to-proceed date, marine mobilisation, elapsed contract time or completion forecast. On a fishing-port project with live operations, dredged-material reuse, H2S controls and linked port-and-esplanade owners, a false start date would distort every later schedule and package inference.

Hold at delayed mobilisation until physical evidence appears

The defensible baseline is an awarded ETEP contract with delayed or unverified mobilisation. The TND 20,018,762.19 winning tender, 28 April 2025 signature and 28-month stated duration are confirmed. The EIA's breakwater, quay, jetty, yard, culvert and 5,400 m3 dredging quantities are planned scope. A site-installation location is not a marine start, and the February 2026 parliamentary record outweighs the earlier launch headline. The supervision consultant and every lower-tier marine package remain open intelligence gaps.
