Centreville's integrated wharf, dredging and breakwater contract moved from an 84-week requirement ending 31 August 2024 to a 31 December 2025 expiry. CanadaBuys reports CAD 18,864,176.72 after 11 amendments, while Public Accounts publishes different fiscal snapshots. None of the cited records supplies the physical and commercial close-out evidence needed to call the harbour work complete.

Eleven amendments moved the contract beyond its original delivery window

CanadaBuys identifies the prime contractor, integrated scope, 11 amendments, current CAD 18.86 million total and 31 December 2025 expiry. Public Accounts provides annual contract and expenditure snapshots, but they do not reconcile directly with the live total or record Centreville completion. DFO's 2021 programme announcement supplies historical context only. Accepted completion, lower-tier package allocation and reopening are not documented in the cited official sources.

Contract value, fiscal spending and physical completion are different records

The package joins timber-crib construction, Class A basin dredging, shoreline protection, electrical service and armour-stone breakwater extension under one prime. A contract reaching its amended expiry does not establish accepted quantities or service release. Public Accounts 2025 shows cumulative expenditure equal to its own CAD 17.03 million contracted figure, but the line has no completion footnote and the amount differs from the live CanadaBuys total.

Evidence conclusion

Acceptance evidence controls the completion status

CanadaBuys establishes the current contract value and amendment history, while Public Accounts provides fiscal expenditure snapshots. Neither source establishes physical delivery. The unpublished close-out records are substantial completion, measured dredging and sediment reports, post-dredge hydrography, structural and electrical acceptance, final account and harbour reopening. The official records name Kerr Limited as prime but do not identify the dredging, timber, rock, electrical, survey or marine-plant subcontractors.

Outstanding evidence

  • Substantial-completion and final-acceptance certificate
  • Measured dredging and sediment-disposal ledger
  • Post-dredge hydrography and navigation release
  • Timber, armour stone, electrical and survey suppliers
  • Final CanadaBuys and Public Accounts reconciliation
  • Harbour reopening and return to unrestricted use
