Santoña has a signed repair contract, not proven mobilisation
Cantabria signed the north-basin fishing-quay repair contract with a Cuevas-COMSA UTE on 9 July 2026 for EUR 2.486 million excluding VAT. The contract and 848-page technical package define a sophisticated staged repair of an ageing piled quay. The viable setting-out act, first work section, lower-tier contractors, monthly certified quantities and acceptance remain unpublished.
The signed contract resolves later terms but shifts the delivery baseline
The signed contract controls formal contractor, price, annualities, execution trigger, price-review term and guarantee. The technical project controls the repair design and phasing but is not a progress report. PLACSP's matching award and formalization rows are one commercial result. No setting-out act, executed quantity, subcontractor disclosure, reception record or final account is public as of 5 August 2026.
Contract mobilisation evidence remains outstanding
For marine-asset tracking, a signed contract establishes enforceable scope, price and contractor identity. Access readiness, temporary-works approval, harbour-operability controls, mobilised plant, executed repair quantities and accepted work remain unverified. Santoña is especially sensitive because the design relies on sequential work beneath an operating fishing quay.

PLACSP publishes a result-code 8 award row and a result-code 9 formalization row with the same 16 June award date and EUR 2,486,545.15 amount. They represent one commercial result, so counting both would double the project value and create a false second contractor alias. The 2021 technical memorandum said no price review, while the later signed contract applies formula 362; the contract controls. The 2025 approval allocated pre-award spending across 2025-2027, while the signed contract allocates the price across 2026-2028. These source layers should remain traceable rather than flattened into one undated field.
