Taing Cheng Oing Construction & Import Export signed SCMFP FiA/CW-03 on 9 March 2026. The approved design defines a 2,226.71 m2 reinforced-concrete boat-mooring and landing platform, 3.5-4.0 m wide, within the existing Preah Sihanouk fisheries inspectorate. ADB reports a financed amount of 472,336.05 but not its currency or the full contract value, and no cited source proves mobilisation.

A named contractor replaced the procurement estimate, but the financial record remains incomplete

ADB's award workbook controls the contractor, signing date and source-reported financed amount while omitting currency and full contract value. The procurement plan controls the USD 750,000 estimate. The safeguard report controls approved design and land impacts, not mobilisation. The VMS building is a separate package.

The award fixes the contractor while leaving delivery mechanics open

A small fisheries jetty still carries marine foundations, durable concrete, tide, vessel-access, public-road and operating-site interfaces. Delivery status depends on the notice to proceed, construction method, work programme, supervision chain, access controls and first verifiable marine works.

Separate the jetty package, the VMS building and the two value measures

The December 2025 plan's USD 750,000 estimate is not the contract value. The operational procurement workbook's 472,336.05 is an ADB-financed amount with no exposed currency or full contract total. The safeguard document proves design footprint and public-land status, not construction. CW-03 should be tracked through notice to proceed, foundations, marine concrete, access management, building fit-out, vessel trials and owner acceptance, while CW-01 Lot 3 remains separate.
