SADDN delivers first desalinated water to Radomiro Tomic
SADDN has moved from its 2022 BOOT award through a defined 1.3 km submarine system, coastal energization, intake-tower installation and high-head conveyance to first desalinated water at Radomiro Tomic. The complete route is connected, while accepted 840 l/s service, marine reliability and supply to all three divisions remain unverified.
First water completed the Pacific-to-reservoir hydraulic route
Codelco's 30 June 2022 board record authorized the BOOT contract with the Marubeni-Transelec consortium and identified more than USD 1 billion of investment, marine works, 840 l/s initial capacity and more than 160 km of conveyance. Techint's June 2023 record confirms Aguas Horizonte issued the EPC order to proceed. By June 2024 the auxiliary pier, coastal sump and offshore pipe welding were active; the October update documented underwater blasting, trench work, diving, intake pipes and brine return. Codelco's September 2024 commissioning-counterpart procurement assigns design, construction, commissioning, start-up and 20-year operation to the developer while preserving owner assurance and later Codelco operation of the distribution system. Techint reported coastal energization in August 2025, first intake-tower installation in November, a 940 m Loa River HDD in December, and near-complete reservoir works in March 2026. Its 23 June first-water report explicitly describes construction, hydraulic testing and progressive interface validation rather than final acceptance or commercial operation.
Marine reliability now joins high-head pumping and water-quality acceptance
Water travelled from the Pacific intake through treatment, three pumping stages and more than 160 kilometres of conveyance to a reservoir above 3,000 metres. Commercial service still depends on accepted product-water quality and flow, continuous pumping and power, intake and brine-return availability, distribution to Radomiro Tomic, Chuquicamata and Ministro Hales, and the handover between Aguas Horizonte's BOOT operation and Codelco's distribution system.
Evidence conclusion
Codelco has not declared full 840 l/s commercial service
The June 2026 delivery confirms hydraulic continuity from the Pacific intake to the Radomiro Tomic reservoir. Codelco has not declared accepted 840 l/s service or full commercial operation. The cited records do not publish sustained marine availability, compliant product-water results, continuous high-head pumping, supply to all three divisions, owner acceptance or BOOT service commencement.
Outstanding evidence
- Codelco declaration of full commercial operation
- Rated 840 l/s flow and water-quality acceptance
- Marine intake, submarine pipe, and brine-return performance
- High-head pumping and electrical reliability across the full route
- Sustained delivery to all three Northern District divisions
