Dredging closeout evidence
Moss Landing has post-dredge surveys, not a full closeout
Moss Landing Harbor now has a traceable award, physical work windows, named dredging fleet and published post-dredge surveys. Ahtna's current official obligation is USD 16.037 million and the contract period ended on 23 January 2026. The public chain still stops before final dredged quantity, accepted jetty repairs, practical completion and certified final value.
Award, mobilisation and survey records now form a dated delivery chain
USAspending controls the prime, current obligation, contract dates and procurement route; the US Coast Guard controls the announced work windows and named fleet; USACE controls planning assumptions, maintained-project geometry and published post-dredge survey dates. None of the cited sources supplies final quantity, jetty acceptance, completion certification or final account as of 5 August 2026.
Post-dredge survey evidence closes only one part of the contract
Hydrographic surveys can demonstrate channel condition at surveyed locations and dates. They do not certify the repair condition of both jetties, reconcile every dredged cubic yard, prove accepted placement, close defects or establish the final account. Navigation access and structural protection therefore need separate acceptance records.
Evidence conclusion
Three quantities and values must remain on separate ledgers
USACE published two planning quantities, 50,000 and 60,000 cubic yards, and a pre-award USD 5 million to USD 10 million range. None is an achieved quantity or the current award value. USAspending's USD 16,037,425 is a current obligation, not the final account, and its zero reported subaward actions do not prove there were no subcontractors. The 23 January 2026 end date is a closeout trigger, not acceptance evidence.
