Mopti's boat-quay access dredging moved from a signed USD 3.28 million contract to an official February 2025 launch and a March field inspection. Those milestones establish mobilisation and visible activity, but not an accepted navigation route. The latest procurement plan still records only a signed contract, leaving post-dredge bathymetry, final quantities, sediment destination, commercial closeout and operating release unverified.

The tender authority defines the physical baseline, World Bank award data controls the signed values and parties, and PRTD-Mali supplies dated launch and field-progress evidence. The April 2026 procurement plan is the latest located administrative record but still labels the package only as signed. No source located through 5 August 2026 provides project-specific acceptance or operating-release evidence.

A field visit cannot substitute for hydrographic acceptance

The tender defines a measurable delivery basis: at least 40 metres of width across 2.2 kilometres, seven islands or sand bars to clear and bathymetry before and after the works. Without the post-work survey and a dated acceptance decision, photographs of activity cannot establish achieved depth, continuous width or a route released for safe use. This is especially important at a live inland port where quay access, boat traffic and shoreline users share the work interface.

Six acceptance gates remain open

Official sources confirm Danaya's main contract, SERTAS's supervision agreement, the February 2025 launch and a March progress inspection. They do not confirm completed dredging, an accepted survey, final quantities, approved sediment routing, final account or navigation reopening. The six-month tender period and April 2025 planned completion date are schedule baselines, not performance evidence. The owner's nearly 3-kilometre launch description and FCFA 4.56 billion four-package programme announcement also must remain separate from the 2.2-kilometre tender minimum and the USD 3,277,976.49 works contract.
