Poona boat ramp and access-channel upgrade

Reconstruction of the Poona boat ramp and Australian Marine & Civil scope, including two lanes, a northern floating walkway, access dredging and beach nourishment

IMWO artist's impression of the published Poona boat ramp and access-channel upgrade scope

Queensland TMR awarded Australian Marine & Civil CN-23611 to widen Poona's ramp to two lanes, add a support lane and floating walkway, dredge the approach for near all-tide access, place dredged material as beach nourishment and widen the landward approach. The official contract resource records AUD 2,041,001 in the original row and AUD 2,448,002 in a row marked as a variation. TMR initially anticipated full completion by January 2026, but MSQ then recorded dredging from 9 to 27 February and closure from 16 February while the upgrade works were completed. No later owner completion, reopening, acceptance or final-account record was located by 6 August 2026.

Project anatomy

Contract scope and delivery roles

Client / authority
Queensland Department of Transport and Main Roads / Maritime Safety Queensland; Fraser Coast Regional Council is the appointed facility manager
Delivery parties
Australian Marine & Civil Pty Ltd - confirmed main works contractor under CN-23611, Floating-walkway, dredging, survey, environmental, concrete and other lower-tier parties - not publicly identified
Contract route
TMR used open procurement for CN-23611 and awarded Australian Marine & Civil on 29 July 2025. The current disclosure contains an original AUD 2,041,001 row marked Variation: No and a later AUD 2,448,002 row marked Variation: Yes. The disclosed increase is AUD 407,001, or about 19.94% of the original value. The resource does not state the variation scope, certification status, paid value or final account.
Execution window
Australian Marine & Civil's announced site window started on 8 September 2025, and MSQ advised that the ramp would close until approximately 19 December. TMR's 27 August media alert expected the ramp to reopen before Christmas and the full package to finish by January 2026. MSQ later scheduled dredging and foreshore nourishment for 9-27 February 2026 and closed the ramp from 16 February while upgrade works continued. No later official reopening or completion record was located by 6 August 2026.
Works package
The announced scope widens the existing one-lane ramp to two lanes, adds a northern support lane and floating walkway to shelter users from predominant north-easterly waves, dredges the approaches for near all-tide access, places dredged material as beach nourishment north of the ramp and widens the landward approach beside the existing car park. MSQ's February notice places the dredging workfront seaward about 250 metres from the ramp foot. No cited source publishes the achieved dredged volume, design or accepted depth, as-built channel geometry, nourishment quantity or final walkway specification.
Marine interfaces
The package links ramp and walkway geometry, a shallow approach channel, temporary navigation controls, dredging plant, foreshore placement and continued access restrictions within Poona Creek and the Great Sandy Strait. Near all-tide access depends on accepted bathymetry and later shoaling performance, while the nourishment area needs its own placement and environmental acceptance evidence. A June 2026 starboard lateral beacon is a navigation update, not proof of CN-23611 completion.
Commercial evidence boundary
An earlier TMR tender report used an approximate AUD 1.6 million contract value and QTRIP carries an AUD 1.85 million state project budget. The official contract disclosure records AUD 2,041,001 originally and AUD 2,448,002 after a row marked as a variation, a disclosed increase of AUD 407,001 or about 19.94%. TMR also said Poona used a portion of a wider AUD 6 million Great Sandy Marine Park boating-infrastructure allocation. These figures have different boundaries and must not be aggregated or treated as final expenditure, overrun, saving or final account.
