PFCIGL's owner-side record changes the reading of Kalundu's schedule. After the USD 21.156 million GETRA-AXOR contract was suspended, the project unit and parties reviewed restart prerequisites on 4 June 2026. Contractors remobilized from 15 June, with Kalundu limited to site installation and ground preparation before effective rehabilitation works. The steering committee recorded progressive resumption on 24 June. The procurement plan's 2 July completion entry is therefore a stale baseline, not evidence that a completed package merely awaits closeout.

Owner evidence places the package at installation and preparation

Contract 1854104 documents the contractor names, signature date, USD 21.156 million committed amount and procurement method. PFCIGL's June publications establish the later delivery state: lifted suspension, unresolved launch prerequisites, remobilization from 15 June, site installation and progressive resumption. The procurement plan's 2 July date remains a published baseline, but the newer owner evidence shows that it no longer described the live programme. No cited record establishes effective rehabilitation start, measured progress, completion or acceptance as of 15 August 2026.

Restart control now defines Kalundu's programme

Kalundu combines an operating lake-port interface with dock raising, seasonal-flood resilience, storage and a logistics zone. After suspension, security clearance, contractor remobilization, supervision readiness, work-front release and a recovery programme become prerequisites to measurable construction. Treating an unrevised procurement-plan date as the live programme would obscure the actual controls on delivery and misstate what had occurred on site.

A recovery programme and certified output now matter most

The contract award remains firm, but the public delivery sequence is now clearer. PFCIGL identifies GETRA-AXOR as works contractor and Prospectiva-ERCA as supervision mission; it reports remobilization from 15 June without publishing notice to proceed, supervision commencement, certified quantities or a revised contractual completion date. An approved recovery programme linked to released work fronts and engineer-certified production would establish how the dock and logistics scope advances beyond site installation.
