Contract 1854104 records GETRA and AXOR Construction under ZR-UGP-447404-CW-RFB for rehabilitation and modernization of Kalundu Port in South Kivu, signed on 5 September 2025 for USD 21,156,296.88. Delivery was subsequently suspended. On 4 June 2026 the PFCIGL project unit, GETRA-AXOR and newly recruited supervision consortium Prospectiva-ERCA reviewed the prerequisites for an effective restart. PFCIGL says contractors began remobilizing on 15 June and described Kalundu activity as site installation and ground preparation; the interministerial steering committee recorded progressive resumption on 24 June. No cited owner or engineer record supplies measured physical progress, an effective rehabilitation-works start, completion or acceptance.

Project anatomy

Contract scope and delivery roles

Client / authority
PFCIGL-RDC Project Management Unit (UGP), under the Democratic Republic of the Congo Ministry of External Trade
Delivery parties
GETRA-AXOR contractor group - works contractor under ZR-UGP-447404-CW-RFB, Prospectiva-ERCA consortium - control and supervision mission; not a works subcontractor, Marine, piling, concrete, logistics-zone, survey and building-services subcontractors - not identified in the cited records
Contract route
A prior-review, open-international Request for Bids used a single-stage two-envelope process. The plan records a 5 September 2025 signature and 2 July 2026 planned completion. Contract 1854104 reports a USD 21.156 million committed amount split equally between the two named suppliers for reporting purposes.
Execution window
The procurement plan's 2 July 2026 completion date is no longer a reliable live baseline: PFCIGL's owner-side updates show that a suspension had first to be lifted, start prerequisites were still under review on 4 June and site installation resumed from 15 June. The wider P174814 programme closes on 30 June 2028, but no cited revision supplies a replacement package programme, effective works-start date or contractual completion date.
Works package
The appraisal baseline calls for renovation of existing Kalundu port facilities, raising the dock area to reduce seasonal flooding, developing a logistics zone and providing storage for business associations using charter boats. The signed-contract title confirms rehabilitation and modernization, but the cited award data do not disclose final dimensions, quantities, design changes or as-built scope.
Marine interfaces
The package sits on an operating Lake Tanganyika waterfront exposed to seasonal water-level changes. Key interfaces include dock elevation, vessel access, barge berthing, cargo apron continuity, drainage, shore structures, logistics-zone access and uninterrupted regional lake traffic. Public records do not identify dredging, piling, temporary berths or marine-plant assignments.
Commercial evidence boundary
The supplier API's equal USD 10.578 million allocations are reporting entries and disclose neither a work split nor a legal joint-venture share. The USD 21.156 million award also differs from the procurement plan's USD 12 million estimate and the appraisal's USD 23 million intervention envelope; those are separate dated baselines, not proof of variation or overrun.

Published completion baseline became stale

The procurement plan's 2 July date cannot be treated as evidence of late closeout because owner-side records show that the suspended package was only remobilizing in June; no revised package programme is public.
