DFO's August 2021 environmental assessment described an approximately 50-metre same-footprint copewall with no excavation. The September tender and July IFC drawings instead include dredging and excavation, a pile-in-place reinforced-concrete copewall and an approximately 65.93-metre rehabilitated wall. Kildare Construction later received the CAD 1,099,800 award, but the public record located does not explain the scope difference or confirm close-out.

The tender introduced a broader construction baseline

The federal assessment gives the earlier approximately 50-metre, no-excavation description; the official IFC drawings depict the approximately 65.93-metre construction layout and local underwater-excavation limit. No cited source explains why the baselines differ or documents physical closeout.

Final geometry awaits as-built evidence

Wall length, dredging limits and construction method drive concrete, reinforcing steel, excavation, marine plant, sediment handling and payment quantities. Treating the earlier assessment as the final construction baseline would erase work shown in the IFC package. Treating the drawings as as-built evidence would be equally unsafe. The decision-grade record keeps both baselines visible until an approved change log and as-built package close the difference.

CanadaBuys confirms Kildare Construction, contract 4500013345, CAD 1,099,800 and the 15 June 2022 target. The official drawings establish Harbourside's issued design, an approximately 65.93-metre wall and local underwater excavation within two metres of the existing sheet-pile face. The IAAC record independently establishes the earlier approximately 50-metre, no-excavation description. The difference may reflect scope development or differing document boundaries, but the cited sources do not establish why. Nor does the target date establish completion. Structure 401 should remain separate from the 411/412 reconstruction and later engineering work on other harbour structures.
