World Bank evidence identifies China International Water & Electric Corp. as the USD 42.553 million W03A design-build contractor and Zutari Lesotho as a separate USD 1.014 million construction-supervision consultant. A March 2026 restructuring paper recorded 65% physical completion after flood damage to the temporary river diversion and cofferdam. The LLWDP dashboard now displays 85%, but its date is malformed and a 23% treatment-works subtask appears on the same page.

A newer headline percentage still needs dated package reconciliation

World Bank award data controls the CWE works award and separate Zutari supervision award. The March 2026 restructuring paper controls the 65% dated baseline, flood event and recovery schedule. The current LLWDP dashboard displays 85% under a malformed date and 23% for a treatment subtask, so neither number supports completion. Lower-tier firms, an approved final extension, commissioning, handover, accepted output and the final account remain undisclosed.

Progress, critical-path recovery and delivery roles are three different evidence layers

Large water packages can appear nearly complete while the critical river interface, electromechanical systems and accepted service remain open. W03A's flood event moved intake recovery onto the critical path, and the dashboard's inconsistent percentages show why owner pages must be reconciled with dated lender records. The contract chain also illustrates a common classification error: an independent supervision appointment is not evidence of a main contractor's subcontract award.
