Dredging Acceptance
Callao reached post-dredging monitoring, not final closeout
APN announced maintenance dredging in Callao's access channel and inner roadstead from 20 December 2025, targeting safe depths up to -16.50 m. Its 31 March 2026 publication includes Jan De Nul's post-dredging environmental report based on January monitoring. That is strong physical-execution evidence, but the public chain still lacks final measured quantities, accepted bathymetry, owner completion and final account.
The evidence chain moved from award and start to post-dredging monitoring
APN's December notice proves the campaign start and intended work areas. Its 31 March publication and the attached Jan De Nul report prove post-dredging monitoring, not final owner acceptance. SEACE controls the award recipient and awarded-item total. No cited record supplies final quantities, as-built hydrography, formal completion or final account as of 5 August 2026.
Post-dredging monitoring shifts attention to survey acceptance
Dredging can be physically complete while survey reconciliation, environmental closeout and payment measurement remain open. Port users need the accepted depth surface and operating release; fisheries stakeholders need transparent monitoring and disposal evidence; commercial teams need measured quantities and the final account.
Evidence conclusion
Closeout now depends on hydrography, acceptance and commercial reconciliation
SEACE process 1155304 supplies the procurement identity and USD 59,694,989.93 awarded-item total. APN's start notice establishes the physical areas and schedule, while the March publication establishes a Jan De Nul post-dredging environmental report. Closeout requires joined pre- and post-dredge surveys, final quantities, disposal records, environmental results, APN acceptance and navigational release. None should be inferred from the report title alone.
Outstanding evidence
- Final bathymetric surfaces and accepted -16.50 m areas
- Measured dredged and disposed quantities
- Dredger, survey and support-vessel records
- Environmental and fisheries-monitoring closeout
- APN completion certificate and navigation release
- Variations, certified payments and final account
