Rabigh 4 passes its performance test while commercial operation remains unconfirmed

SEPCOIII says Rabigh 4 completed its EPC performance test on 19 February 2026 at the 600,000 m3/day design capacity. It reported power use of 2.712 kWh/m3, falling to 2.659 kWh/m3 after photovoltaic generation. The contractor notice is strong commissioning evidence, but it is not an SWPC commercial-operation certificate.
What changed
SEPCOIII controls the dated performance-test statement and measured power-use figures. ACWA defines the 600,000 m3/day plant, 1,200,000 m3 storage, 6.804 MWp PV system, project structure and scheduled Q1 2026 commissioning. Modern Marine identifies the project-specific intake and outfall flows. SWPC's February 2026 profile still listed the project under construction before the test. SWPC has not followed the test with a published commercial-operation certificate, final marine acceptance record or sustained environmental result.
Why it matters
Rabigh 4 is one of the largest new Red Sea desalination systems and its marine loads are substantial: Modern Marine lists a 1,500,000 m3/day intake and a 900,000 m3/day outfall. A successful plant test only closes part of that chain. Commercial operation, final marine handover and sustained brine-dispersion performance remain separate questions.

The test passed; the owner acceptance file is still open
Record Rabigh 4 at commissioning. The EPC test demonstrates that the integrated plant could run through a defined test period at design output, but it does not prove the start of the 25-year water purchase term, final intake and outfall acceptance, storage-system availability or long-run environmental compliance. The immediate market is commissioning and lifecycle support; using Rabigh 4 as an operating reference would overstate the public evidence.
