Nacala's April completion target now needs an actual acceptance record
Jiangxi Water and Hydropower Construction Group signed W-15/23 for Nacala's intake, treatment, transmission and pumping works in January 2024. ARA Norte documented the contractor team and treatment, pumping and elevated-storage construction sites in September 2025. The World Bank's completion report says two Nacala contracts remained incomplete at project closing and were expected to finish with Netherlands financing in April 2026. No cited package completion or acceptance followed that forecast date.
The forecast finish moved into the past while package status stayed unverified
World Bank contract 1765193 identifies the contractor, amount, scope and contract-era FIPAG client. ARA Norte's 26 September 2025 site account records contractor presence and construction activity in photographs, without establishing completion or acceptance. Decree 68/2025 records the institutional succession from FIPAG to FIPAAS, but not a contract re-award or novation. The procurement plan gives the estimate and Signed state. The December 2025 ICR reports that the work was incomplete at closing and expected in April 2026. No later cited record establishes W-15/23 completion, accepted capacity or final account as of 14 August 2026.
Integrated commissioning remains the missing handover proof
Production and conveyance assets only create service benefit when the intake, treatment process, pumps, power, controls and transmission main pass integrated tests and connect reliably to the distribution network. A parent-project closing date and a forecast completion date do not prove that operating chain.

W-15/23 needs its own commissioning and handover record
Contract 1765193 establishes the USD 17.985 million contractor award under the contract-era FIPAG client. ARA Norte's 26 September 2025 report and photographs place JWHC at the treatment, pumping and elevated-storage works, but disclose neither a completion percentage nor test or acceptance results. Decree 68/2025 makes FIPAAS the statutory successor to FIPAG, but it does not prove re-award, novation, completion or operator appointment. The ICR establishes that two Nacala contracts were incomplete at 30 June 2025, continued with Netherlands financing and were expected to finish in April 2026. It does not distinguish final progress contract by contract or assign all Nacala network outputs to W-15/23. Package closeout remains dependent on owner-side records for intake, treatment, pumps, power, controls, transmission, water quality and the W-16/23 interface.
