TPF, Mamelles desalination plant site visit

Eiffage recorded a 340 m seawater-intake microtunnel at Dakar's Mamelles desalination plant in July 2025. A February 2026 supervision visit still described the plant as under construction and expected commissioning later in the year. Final brine-discharge installation and marine acceptance remain unpublished.

Published scope and current milestone

Eiffage supplies the physical 340 m intake-drive milestone. TPF's February 2026 visit supplies the current under-construction and commissioning-year position. JICA and SONES define the wider programme, financing and older marine design baseline; Toyota Tsusho identifies the awarded consortium and original completion plan. Final brine-discharge installation, first compliant water and owner acceptance remain unpublished.

Marine-system delivery and operating implications

The intake milestone proves a physical marine interface that plant-capacity headlines miss. It does not prove that the discharge line, wet testing or environmental acceptance is complete. The older JICA design carried twin 350 m intake pipes and a 500 m brine line, while current construction updates only disclose the 340 m intake drive.

Evidence conclusion

Testing, acceptance and operating evidence

Mamelles is an active construction and commissioning watch, not a new procurement lead. The next usable evidence is an owner or lender release joining the intake, brine discharge, treatment plant, product-water network and operating test into one accepted system. Until then, the original 2025 completion date and the later 2026 commissioning expectation remain schedule statements rather than handover evidence.

Outstanding evidence

  • Final intake testing and geometry
  • Brine-discharge installation and diffuser
  • Marine environmental monitoring
  • Wet commissioning and first compliant water
  • 50,000 m3/day performance test
  • SONES operating release
  • Two-year O&M commencement
  • Phase 2 expansion package
