Hassyan's six-pipe marine corridor enters operating proof
DEWA commissioned Hassyan Block A, 60 MIGD, by the end of March 2026. The wider marine installation is already sized for the planned 240 MIGD complex: eight intake risers feed four 3 m pipes, while two 3 m outfalls discharge through modelled diffusers outside the Ramsar boundary. Blocks B and C still have to turn that EPC configuration into sustained plant and receiving-water performance.
Published scope and current milestone
DEWA's Q1 2026 results establish 60 MIGD in service and another 120 MIGD expected during 2026. ACWA Power lists the US$914 million, 30-year BOO structure and 15 February 2027 commercial operations date. The ESIA defines the marine design and construction baseline: eight intake risers 950 to 1,100 m offshore; four 3 m intake pipes and two 3 m outfalls in common trenches; about 530,000 m3 of cutter-suction dredging; diffuser modelling by HydroQual ASA checked by HR Wallingford; and monthly plus continuous operating water-quality monitoring. The disclosed quantities and controls are not substitutes for as-built surveys, acceptance certificates or measured operating results. Veolia's 2.9 kWh/m3 figure is likewise retained as a project performance claim, not a verified operating series.
Port delivery and operating implications
Hassyan is a large-scale reference for combining future expansion with the first marine installation. About 530,000 m3 of trench dredging and six buried pipelines were planned once so a later 60 MIGD phase would not require another disturbance through the sensitive corridor. That capital decision only proves its value if the intake system, diffuser mixing, environmental controls and maintenance access perform across the full operating range.

Handover, readiness and service evidence
The construction question has largely become an operating one. Evidence for Blocks B and C should connect rated water output to raw-water conditions, intake headloss and screening, plant availability, outfall flow, salinity at the mixing-zone edge, conditions outside the Ramsar boundary, and any interaction with the adjacent power-plant discharge. Without those denominators, commissioning announcements cannot establish marine-system acceptance, sustained energy performance or readiness for the additional 60 MIGD phase.
