Thirteen public island records, current to 14 August 2026, show why contract status alone is a poor proxy for usability: remote supply, live-port constraints, package interfaces, accepted works and operating evidence close on different records.
The record spans procurement, construction and operating service
As at 14 August 2026, thirteen public project records cover outer-island harbours, international wharves, dredging, breakwaters, coastal protection, wastewater plants and ocean outfalls. The set includes completed marine assets, active construction, signed design-build contracts awaiting field evidence, and packages still at design, tender or prequalification. PIANC Working Group 240 describes small-island ports as critical lifelines and treats planning, design, construction, operation and long-term sustainability as one connected infrastructure problem.
Those positions are not interchangeable. A signed contract does not prove mobilisation, a first vessel call does not close every funded workfront, and a commissioned outfall does not by itself establish sustained hydraulic or water-quality performance.

Island delivery conditions from contract to service
Across the thirteen records, logistics, contract boundaries, live access, measurable production, physical acceptance and sustained service determine whether a marine package becomes a reliable island lifeline.

Remote delivery route
Quarry or fabrication origin, ocean freight, transfer method, weather limits, landing facilities, storage, local plant and replacement supply define the route to the workfront.
The permanent works depend on a documented and accountable supply chain.

Package and interface definition
The owner, contractor, scope, value, supervision, owner-supplied elements, live services and exclusions define one executed package.
Market status and package responsibility remain separate from adjacent contracts.

Continuity of live marine access
Berth, channel, passenger, cargo, utility and emergency-service constraints determine the temporary controls needed during construction.
Construction sequencing is constrained by island services that cannot be readily substituted.

Dated package-level production
Dredged volumes, rock placement, quay reaches, pipeline installation, buildings, utilities and yard works require separate dated quantities rather than a blended overall percentage.
Reported progress is comparable only when it is tied to measurable workfronts and dates.

Marine system technical acceptance
Hydrography, structural geometry, utility tests, navigation aids, environmental close-out, defects, operator training and accountable handover form the acceptance record.
An accepted technical basis and a named operating owner support release to service.

Sustained service and outcome
Repeat vessel use, facility availability, storm response, maintenance, discharge quality, hydraulic performance and unresolved operating limits describe the post-handover result.
Completed infrastructure becomes a repeatable port, coastal or water service only when those operating records are available.

Logistics, live access and operating proof close on different records
Ebeye, Boingoma, Aiwo, Kinoya, Honiara and South Tarawa show how the controlling record changes from remote supply through construction, procurement, commissioning and sustained service.
The wharf, fuel line and reverse-osmosis plant are in use while dredging and yard work remain incomplete in the latest monitoring record.

Accepted dredging, completed yard interfaces, final handover, operating restrictions and repeat vessel-service records are still needed to reconcile partial opening with project close.
The package upgrades and operates Kinoya treatment while retaining the existing Laucala Bay outfall as the marine boundary.

The public procurement record contains no shortlist, signed DBO contract, accepted treatment and outfall interface, commissioning tests, discharge compliance or sustained operating results.
Two public design bases describe different outfall numbers, lengths, diameters and package groupings without a disclosed works award.

Remote logistics sit inside the marine package
Ebeye's approximately 1.81-kilometre ocean-side revetment starts in a Ras Al Khaimah quarry. Armourstone is produced and checked, shipped across the ocean, transferred in deep water to customer barges, landed through a dedicated facility and placed beside a densely occupied atoll settlement.
Boingoma combines a 256-metre quay, breakwater, protected basin, dredging and rock excavation, a fixed pontoon and a 12,800 m2 yard in one design-build programme. Tuvalu's Nui and Niutao harbours similarly connect channel, basin, landing, passenger, cargo and reclamation works to facilities whose value depends on serviceability after handover.
The delivery route is therefore part of the engineered system. Quarry capacity, ocean freight, transfer weather, barge access, temporary landing works, storage, placement control and replacement supply can govern progress as directly as the permanent structure.
Ports can open before the wider project closes
Aiwo's wharf, fuel line and reverse-osmosis plant are operating, while ADB's July 2026 monitoring record still places dredging at 78 percent and the northern-yard interim apron at 97 percent by June 2025. A live berth proves one service boundary, not completion of every funded component.
Queen Salote International Wharf reached a later position. Four wharves, four berthing or mooring dolphins, a 50-metre extension, navigation aids, seawall, revetment, pavement, drainage, lighting, power and firefighting systems were completed around Tonga's only international port while cargo operations continued.
For an operating gateway, the relevant record identifies the available berth, navigation limits, temporary constraints, utilities, safety systems and remaining workfronts. A first vessel call and a whole-project completion certificate answer different questions.
Marine utilities divide construction from outcomes
Fiji's Kinoya CW02 package is an estimated USD 104.85 million operate-design-build-operate treatment upgrade with five years of operations. The project's environmental assessment retains the existing 2.4-kilometre Laucala Bay outfall, so the current marine interface is reuse and performance of an existing discharge route rather than a disclosed new offshore pipeline.
Honiara is earlier. Its 2023 environmental assessment designs two new lines, while Solomon Water's 2025 plan also repeats an older three-outfall basis and separate package descriptions. ADB still lists bid-document preparation, and no public works award reconciles the design bases.
South Tarawa is later. ADB records the three outfalls physically completed and commissioned, but its completion and validation records keep access, water-quality and operating-capacity results separate from civil delivery. The marine asset closes only when hydraulic, environmental and service outcomes are measured against the accepted baseline.
Package boundaries control the market opening
Norfolk Island illustrates why adjacent scopes cannot be blended. Kingston Pier separates an appointed rock-revetment contractor from a later package for about 4,700 m3 of channel dredging, pier repairs, strengthening and a navigation aid. At Cascade Pier, an AUD 183,041 emergency-remediation contract has an elapsed period but no published acceptance, while a separate AUD 10 million apron-raising project remains in detailed design.
Tuvalu's Nanumaga and Nanumea package has moved further: Hall Civil Contracting signed the USD 62.552 million design-build contract on 21 July 2025. The latest cited mission gives island-specific completion targets; mobilisation, design approval and physical progress are not stated.
At Nafanua, China Jiangsu International holds the signed USD 4.803 million package for breakwater works, a small-boat berth and passenger terminal, while notice to proceed and field mobilisation remain unconfirmed. At Apia, terminal-section close-out and a 100-metre breakwater reconstruction follow different clocks; the latest monitoring record moves the breakwater target to mid-July 2027.
The investable or procurable position is therefore package-specific. It is credible only when the owner, contractor, scope, value, notice to proceed, supervision, physical progress and acceptance all refer to the same contract.
Operating proof replaces the ribbon-cutting
Completed island infrastructure still faces channel maintenance, navigation-aid serviceability, berth availability, storm response, spare-parts access, trained operators, energy supply and environmental monitoring. These recurring controls are more important where one marine asset carries a disproportionate share of national or outer-island access.
The closing record differs by system: post-storm revetment condition at Ebeye, accepted dredging and recurring cargo service at Aiwo, facility availability at Nui and Niutao, repeat berth service at Queen Salote, and sustained discharge and water-quality performance at South Tarawa.
Island marine works become usable when the logistics chain, accepted asset and operating organization remain connected after construction. The next credible signal is the record that proves this connection for the specific port, coast or utility service.
