The Comoros Interisland Connectivity Project used an open international, single-stage two-envelope request for proposals for works reference KM-PICMC-317044-CW-RFP. The contract was signed on 23 January 2024 with The Arab Contractors. The contractor records a EUR 60 million total split into EUR 28.35 million and EUR 31.65 million phases; the latest World Bank procurement plan marks the package signed.
Execution window
The World Bank records formal launch of the first-phase breakwater works on 29 July 2024. The contractor gives a delivery period from 12 August 2024 to 11 August 2027. AfDB's December 2025 implementation report says Boingoma works were in progress while the wider programme remained in its start-up phase.
Works package
Rehabilitate the damaged old quay; execute dredging and rock excavation; construct the protective breakwater and port basin; build a new quay wall reported by the contractor at 256 metres; provide a fixed pontoon for small vessels; form a 12,800 m2 storage yard; expand the warehouse; build administration, generator and security buildings; and install supporting infrastructure networks. The environmental study also describes demolition, a 140-metre turning circle at -5.5 m chart datum, armour units, a ferry terminal and reuse of suitable excavated rock in marine structures.
Marine interfaces
The works have to create a protected ferry and cargo basin on an exposed island shoreline where Cyclone Kenneth severely damaged the existing jetty and quay. Breakwater construction, dredging and rock excavation, quay foundations, armour placement, vessel access, a Ro-Ro and passenger interface, fish landing and the landside yard must be commissioned as one operating port rather than as separate civil assets.
Commercial read
The main civil contract is already awarded and in execution. Current relevance is therefore delivery and specialist supply rather than a fresh prime-contract opportunity: marine plant, quarry and armour logistics, concrete and quay works, hydrographic survey, fenders, bollards, pontoon systems, utilities and commissioning all sit inside the active programme, but any subcontract opportunity requires a current notice from the contractor or project unit.

The World Bank procurement plan controls the works reference, international RFP route and signed status. The contractor's current project page identifies the EUR 60 million value, two financing phases, client, 256-metre quay wall, 12,800 m2 yard and August 2024-August 2027 programme. The World Bank implementation report confirms the first-phase breakwater launch on 29 July 2024 and an August 2027 completion expectation. AfDB's December 2025 report confirms works in progress but reports 22.60% commitment and 0% disbursement for the wider programme, not physical completion of Boingoma. The appraisal and environmental study preserve the earlier two-quay concept and marine geometry. Accepted dredging quantities, completed quay metres and an operating handover are not published.
