Boingoma's 256-metre quay is taking shape
The Arab Contractors is executing Boingoma Port's EUR 60 million design-build contract on Moheli. The current programme runs to 11 August 2027 and combines a 256-metre quay wall, breakwater, dredging and rock excavation, a fixed pontoon and a 12,800 m2 yard.
What changed
The contractor page supplies the current contract, programme and delivery geometry. World Bank records establish the procurement reference, signed status, first-phase breakwater start and August 2027 completion expectation. AfDB's December 2025 implementation report confirms works in progress without publishing accepted quantities. The appraisal and environmental study define the earlier two-quay concept, basin geometry, dredging, rock excavation, demolition, armour and reuse approach. The brief does not use the wider donor programme value as the Boingoma works contract and does not claim completion from commitment or disbursement percentages.
Why it matters
The job is the main sheltered ferry and cargo interface for Moheli, not a stand-alone quay. The breakwater has to create the working basin before dredging, rock excavation, quay construction, Ro-Ro and passenger access, yard works and utilities can be accepted as one usable port. The 2024 environmental study sets a 140-metre turning circle at -5.5 m chart datum and anticipates reuse of suitable excavated rock in marine structures.

What remains open
Boingoma is already under construction. The World Bank records the first breakwater phase as formally launched on 29 July 2024, and AfDB's December 2025 report says the works are under way. Measured progress is missing: completed breakwater and quay metres, dredged or excavated volume, accepted basin level and a revised completion forecast are not published. The contractor's 256-metre quay-wall scope also differs from the earlier appraisal description of two 136-metre quays.
