Tonga's Ministry of Infrastructure has combined the next Nafanua Port works into package MOI-WK2-13: repair and extension of the entrance breakwater, a new berth for small boats and a new passenger terminal. The World Bank's revised procurement plan dated 2 October 2025 marks the package under implementation. No named contractor or contract value appears in the plan, and neither the tender nor supervision notice records a notice to proceed or site mobilisation.

Contract route
The Ministry issued an open international, single-stage two-envelope request for bids using the World Bank Small Works SPD on 11 August 2025. The revised procurement plan records MOI-WK2-13 as under implementation and shows an actual amount of 0.00, so no contract value can be reported from that plan. Earlier separate packages for the passenger terminal and two-lot breakwater repair are marked cancelled; the current record follows the integrated package instead.
Execution window
No package-specific completion date appears in the procurement plan, tender notice or supervision notice. The Ministry's 31 March 2026 request for a resident engineer, site inspector and environmental and social specialist confirms that construction supervision was being assembled, but it does not establish a notice to proceed or site mobilisation.
Works package
Repair the existing entrance breakwater and construct an extension, build a new small-boat berth after Tropical Cyclone Harold damaged the existing slipway, and construct a new passenger terminal. Earlier sheet-pile wall protection, bollards and a concrete slab delivered in 2020 and early 2021 are prior works. The appraisal's detailed Nafanua section refers to a 50-year return-period storm and a 20-year design life, while its results framework describes 50-year storm resilience as equivalent to a 25-year design life; both statements are retained rather than normalised.

The package has to improve the exposed harbour entrance while Nafanua continues to serve 'Eua's ferry, cargo and small-boat traffic. The central marine interfaces are breakwater geometry and armour logistics, safe access to the new small-boat berth, construction sequencing around vessel calls, and the link between the protected water area and passenger-terminal operation. Dredging is absent from the published package definition.

The 2 October 2025 World Bank procurement plan controls the current package status and cancellation of the earlier separate packages. The project appraisal defines the integrated marine scope and separates earlier 2020-21 repairs. The August 2025 bid notice records the procurement method, while the March 2026 supervision notice supports delivery preparation but not physical mobilisation. The ESMP supplies exact-site photographs and environmental context, not proof that the current package has started.
