China Jiangsu International is the signed contractor for Tonga's integrated Nafanua Port package at USD 4,803,074.31. The award covers entrance-breakwater repair and extension, a new small-boat berth and a new passenger terminal, while mobilisation and physical works remain unverified.

Published scope and current milestone

World Bank contract record 1877008 controls the contractor, USD 4,803,074.31 amount, 6 March 2026 signature and 18 March no-objection dates. The 2 October 2025 procurement plan controls the integrated package and cancelled split packages; its 0.00 plan field is not the signed value. The appraisal supplies scope, the August 2025 notice confirms the procurement route, and the March 2026 supervision notice supports delivery preparation only. None proves mobilisation or physical progress.

Port delivery and operating implications

The change creates one delivery boundary across harbour protection, small-craft access and passenger handling. At an exposed island port, those elements cannot be judged independently: breakwater performance affects the sheltered berth, vessel calls constrain construction access, and passenger service depends on a safe marine approach and usable berth.

Evidence conclusion

Handover, readiness and service evidence

The contractor gap is closed, but the construction gate is not. World Bank record 1877008 shows a contract signed on 6 March 2026 and no-objection on 18 March, with China Jiangsu International as sole supplier. The award dataset contains no notice to proceed, subcontractors, plant or material delivery, installed work, completion or acceptance. A 31 March request for a resident engineer, site inspector and environmental and social specialist is a later supervision-preparation signal. The sheet-pile, bollard and slab work completed in 2020 and early 2021 belongs to a different package.

  • Baseline survey and final design release
  • Armour source and breakwater construction sequence
  • Plant and material logistics to 'Eua
  • Safe access for ferry, cargo and small-boat traffic
  • Small-boat berth and passenger-terminal interfaces
  • As-built survey and formal acceptance
  • Post-storm inspection and operating performance
