Nafanua Port rolled its breakwater, small-boat berth and terminal into one package

Tonga's current Nafanua Port package combines entrance-breakwater repair and extension, a new small-boat berth and a new passenger terminal. A revised World Bank procurement plan marks the package under implementation after earlier separate packages were cancelled.

What changed

The 2 October 2025 procurement plan marks MOI-WK2-13 under implementation and the earlier split packages cancelled, but lists no actual contract amount or contractor. The project appraisal supplies the breakwater, small-boat berth and terminal scope. The August 2025 bid notice confirms the open international, two-envelope route. The March 2026 supervision notice supports delivery preparation only. Earlier Nafanua repairs and the ESMP photographs are not evidence that the integrated package has started.

Why it matters

The change creates one delivery boundary across harbour protection, small-craft access and passenger handling. At an exposed island port, those elements cannot be judged independently: breakwater performance affects the sheltered berth, vessel calls constrain construction access, and passenger service depends on a safe marine approach and usable berth.

What remains open

Under implementation is a procurement status, not evidence of physical work. The procurement plan names no works contractor or contract value, and the tender and supervision notices contain no notice to proceed. A March 2026 request for a resident engineer, site inspector and environmental and social specialist shows that the Ministry was arranging supervision. Contractor disclosure or actual mobilisation will be the next credible construction signal; the sheet-pile, bollard and slab work completed in 2020 and early 2021 belongs to a different package.
