The national infrastructure plan assigns sea transport to Ports Authority Tonga and the Ministry's Marine and Ports Division, while the World Bank documents identify the Ministry of Infrastructure as the implementing and procurement agency for Nafanua. The October 2025 plan marks the integrated package under implementation, and the March 2026 notice shows that a supervision team was being assembled. Neither source names the works contractor, states a contract value or proves a notice to proceed or site mobilisation. At Queen Salote, the ministry's government-client role remains separate from Ports Authority Tonga's operating interface and McConnell Dowell's construction package.
