P177100 metadata controls functional scope and the programme closing date. The June 2025 aide-memoire controls pre-signature negotiation context and target dates, not later mobilisation or progress. No cited record proves island-level design approval, value allocation, lower tiers or physical delivery as of 5 August 2026.
Two islands require two physical-delivery ledgers
Remote-island marine work can diverge quickly after a combined award because reef access, shipping windows, armour supply, temporary landing, workforce accommodation and weather constraints differ by location. A contract-wide value or programme closing date cannot show whether one island has approved design or mobilised while the other remains in logistics preparation.
