USACE dredging records are split between SAM.gov, the Navigation and Civil Works Decision Support Center, district engineering pages, DQM and local sponsor files. A solicitation, bid abstract, award, plant trace, hydrographic survey and acceptance record answer different questions.
The file starts in procurement
SAM.gov and PIEE carry the commercial opening of a federal dredging job. The notice number, solicitation package, amendments, line items, bid date and magnitude belong here. Those fields define what the district is buying and when bidders have to respond; they do not establish who won or whether work has started.
Attachments often carry more marine detail than the notice screen. Drawings, specifications and bid schedules identify reaches, estimated quantities, dredge restrictions, placement routes and options. An amendment can change any of them, so the operative package is the notice plus every issued amendment, not the first PDF that was downloaded.

Six record positions
The document changes with the project stage
Newark Bay, New Haven, Baltimore, Rocky River and Port Mansfield sit at different points between procurement and closeout, while the Civil Works profile defines the national owner-side structure behind them.
Civil Works maintains federal navigation assets, districts procure and administer work, NDC assembles programme records and DQM supports field monitoring.
What remains unresolved
Each project still needs its district solicitation, engineering file, field record, survey and contract closeout before final status can be assigned.
NDC supplies the national bookends
The Navigation and Civil Works Decision Support Center publishes a national advertising schedule, bid abstracts, awarded contracts, Corps dredge schedules and a weekly Corps-industry dredge report. These are separate products because they describe separate moments in the job. An entry in the advertising schedule is a plan; a bid abstract records prices received; the award list identifies a contract action.
The weekly report adds location and activity dates for Corps minimum-fleet dredges and industry hopper dredges. It can corroborate plant movement after award, but it does not replace the district contract file. Quantity acceptance, option exercise, placement compliance and final payment remain tied to the accountable project record.
District pages carry the engineering
District navigation pages hold the material that national procurement systems rarely explain well: controlling-depth reports, hydrographic surveys, public notices, environmental documents, channel drawings and project releases. This is where the maintained reach, authorized geometry and placement route usually become legible.
Survey dates matter as much as survey values. Mobile District warns that channel conditions can change rapidly and that its hydrographic surveys are informational rather than navigational aids. A pre-dredge sheet establishes a time-specific baseline; post-dredge hydrography can support completion, provided the district connects it to the contract reach and acceptance decision.
DQM follows work in the field
USACE made the National Dredging Quality Management programme mandatory in December 2025 for every in-house and contracted dredging action, including hopper, pipeline, mechanical, agitation and water-injection plant and all scow types. Onboard sensors route standardized, near-real-time operating data to the national support center for storage, reporting and review.
DQM can identify the working plant, activity, position and placement pattern while supporting environmental and contract oversight. It is a field record, not a completion certificate. Accepted quantities, final channel condition and released payment still require the district's survey and contract administration trail.
Sponsors and regulators fill local gaps
A federal channel often depends on records held outside USACE. A port or navigation district may publish the beneficial-use destination, landside handling plan or local cost-share package. State agencies can hold placement-facility approvals, while Coast Guard notices identify temporary closures, work zones and named plant during navigation operations.
These sources answer interface questions rather than taking over the federal contract. Port Mansfield's local updates and Coast Guard notice, for example, can confirm plant and operating controls while district permit drawings define the dredging and beneficial-use footprint. None alone closes measured quantity or channel acceptance.
Closeout needs more than one database
A complete project chain can be assembled in order: solicitation and line items, amendments, bid abstract, award, notice to proceed, pre-dredge survey, plant and placement records, post-dredge hydrography, acceptance and final quantity. Missing links should stay missing rather than being inferred from the next available document.
The result is a narrower but stronger status. Newark Bay can be described from its current line-item schedule without inventing a bidder. Rocky River can be placed in active field delivery from district and DVIDS material without calling the work accepted. Each claim stops where its issuer's authority stops.
