SECOP II records a COP 150.967 billion initial award for Barranquilla's access-channel maintenance dredging and a later modified contract value of COP 241.685 billion with a 31 December 2026 current end date. The selected consortium is legally split 70% Caribbean Region Water Conservancy Engineering SAS, 20% Panamerican Dredging and 10% CFD Ingenieria SAS. Cormagdalena documented active dredging and 80.7% execution at 31 March; accepted quantities, completion and final cost remain unpublished.

The contract now carries three dated commercial states

SECOP II controls the initial award, current contract ledger and legal consortium composition. Cormagdalena controls dated field-progress and vessel statements. The owner's multi-year dredging totals are not a contract-specific quantity ledger. No cited source proves completion, allocates physical work among members or names a lower-tier subcontractor. The published member chain stops before field allocation

The initial award, the owner's March progress snapshot and the later SECOP modification answer different questions. COP 150.967 billion is the award baseline; COP 198.564 billion was the value cited with 80.7% execution at 31 March; COP 241.685 billion is the later current contract ledger. Calling the last figure an overrun or final account would outrun the evidence because the variation instruments, measured bill and close-out remain unpublished.
