Cabo Verde's AfDB-backed P-CV-DD0-005 programme spans two ports and materially different contract layers. At Porto Ingles on Maio, a Teixeira Duarte-led consortium delivered the repaired jetty, piled Ro-Ro platform, detached breakwater, expanded logistics platform and access road. At Palmeira on Sal, a later GRINER / Armando Cunha Cabo Verde consortium received the landside modernisation contract, while COSULGAL / TECNICA was selected for works supervision.

Contract route
International competitive procurement under AfDB-backed project P-CV-DD0-005. Porto Ingles contract 01-T/PEMPIP/DGI/19 was signed on 5 August 2019 after public competition. Palmeira Lot 1 contract 02-T/PEMPIP/UEP/24 was awarded on 24 July 2024 after international public competition. The associated supervision contract 08-S/PEMPIP/UEP/24 followed an international restricted procedure with prequalification.
Execution window
The Porto Ingles consortium initially received an 18-month term, but pandemic suspensions and design changes extended delivery. The works were inaugurated on 7 September 2022; contractor technical reporting describes execution from 2019 to 2023, and Cabo Verde authorized the final price-revision amount in September 2024. Palmeira's landside contract was awarded in July 2024 and consigned in September 2024. AfDB project metadata keeps the wider programme in implementation through 31 December 2026, while no public Palmeira handover or acceptance record was identified by 2 August 2026.
Works package
Porto Ingles included rehabilitation of the existing open-piled jetty, a reinforced-concrete Ro-Ro platform with two ramps, a detached rock breakwater with ACCROPODE II armour at the heads, sheet-pile works, expansion and repaving of the logistics platform, building rehabilitation and an approximately 900-metre access road. Palmeira Lot 1 covers new passenger and cargo terminals, administrative and workshop buildings, a new access road, communications, power, lighting, water and wastewater systems, fencing, container-yard paving, equipment circulation and parking.
Marine interfaces
The Porto Ingles Ro-Ro deck is a 120-by-40-metre reinforced-concrete structure on sleeved reinforced-concrete piles, with pile integrity controlled by sonic and cross-hole testing. A detached breakwater protects berthing and Ro-Ro operations from southern swell; the technical paper records a 145-metre permanent structure with crest at +4.90 metres chart datum and seabed down to -12 metres, while CLI describes the broader temporary-access construction alignment differently. Approximately 650 to 656 six-cubic-metre ACCROPODE II units protected the roundheads. Palmeira's current public Lot 1 evidence is landside and utilities-led; it should not be presented as a new quay or breakwater contract.
Commercial evidence boundary
The official Porto Ingles contract value was CVE 1,910,097,104. Cabo Verde later authorized CVE 53,254,872 for Addendum 1 and CVE 265,250,877 for the final price revision, the latter described as 13.5% of the contract. These figures should not be summed without the signed amendment and final-account logic. The Palmeira landside contract was awarded at CVE 839,025,000 plus VAT on the national-financed portion. The COSULGAL / TECNICA supervision contract is CVE 90,107,632 plus applicable VAT. The programme-level EUR 36 million cited by AfDB at inauguration is a financing frame across Maio and Palmeira, not a disclosed aggregate of these contract awards.
