Project P-CV-DD0-005 is not one undifferentiated port contract. Porto Ingles was delivered by a 37/33/30 consortium led by Teixeira Duarte, while Palmeira's later landside package went to GRINER / Armando Cunha Cabo Verde and its supervision to COSULGAL / TECNICA.

One programme contains separate marine, landside and supervision awards

Official Gazettes control the contracts, consortium names and CVE values. Teixeira Duarte controls the 37/33/30 consortium split and initial scope. PIANC and CLI establish the marine construction methods and specialist interface. AfDB and ENAPOR establish inauguration and programme context. No source reviewed by 2 August 2026 established Palmeira Lot 1 completion or its downstream subcontract map.

The missing names now sit below the Palmeira main contract

The package split changes both opportunity mapping and value interpretation. At Porto Ingles the identifiable supply chain reaches from the main consortium to CLI's ACCROPODE II sublicense and technical assistance and LNEC's hydraulic modelling. At Palmeira, the public record currently exposes the main and supervision consortia but not the downstream MEP, communications, drainage, paving and building trades.

Evidence conclusion

Programme financing and contract prices remain separate

Porto Ingles is a completed marine-civil reference with operating evidence, but its final commercial close-out ran beyond inauguration: Cabo Verde authorized a CVE 265.25 million final price revision in September 2024 after a prior CVE 53.25 million amendment. Palmeira is a separate CVE 839.03 million landside contract plus a CVE 90.11 million supervision contract. The AfDB-reported EUR 36 million programme financing cannot be assigned to any single package, and the older EIB-financed Palmeira quay and breakwater expansion must remain outside this contract map.
