Kneppeskjaer moves from seabed works into 99 piles

Oslo Port reported that demolition, dredging and underwater blasting at Kneppeskjaer East had progressed into a 99-steel-pile foundation programme in March 2026. Repstad Anlegg holds the approximately NOK 250 million design-build contract, with independent and contractor environmental-control roles split between Multiconsult and Norconsult.
The workfront has shifted from basin preparation to quay foundations
Oslo Port controls the geometry, mobilisation, environmental roles and foundation-stage update. Endur controls the award value and Repstad scope. Repstad's official capability page corroborates marine-work capability but does not identify downstream parties on this project.
Foundation mobilisation leaves handover gates open
The transition exposes the actual acceptance sequence: seabed preparation, pile completion, concrete deck and ship ramps, post-dredge hydrography, environmental close-out and owner handover. It also resolves who controls design-build delivery and who monitors environmental compliance.
Evidence conclusion
Geometry and downstream packages remain open
Repstad's main contract is confirmed, but downstream piling, dredging, blasting and concrete subcontractors are not public. The owner's 284-metre quay length and contractor's rounded 300-metre description remain intentionally unreconciled. No source yet proves final depth, accepted quantities or completion of all 99 piles.
