Aqaba's bulk-terminal procurement has moved from a 2025 BOT expression of interest to formal Tender 27/A/2026. One concessionaire is expected to rehabilitate and operate the existing Cement Terminal and Mut'ah floating berth, install silica-focused cargo systems, finance the programme, and carry the assets through a 20-year operating and handback cycle.

What changed

ADC's 2025 EOI records an initial 25 May deadline, a 2 June site visit, a 15 June question deadline, and an extended 13 July submission deadline. It says earlier applicants would be automatically shortlisted without resubmitting, but does not name applicants or confirm a final shortlist. The current tenders register controls the formal 9 June 2026 publication date and 17 August close. Tender 27/A/2026 defines a 20-year DFBOT concession, with a possible five-year extension, for the existing Cement Terminal facilities and Mut'ah floating berth. The published scope includes rehabilitation and integration of existing marine and terminal infrastructure, new operational and support facilities, utility and transport upgrades, modern cargo-handling and ship-loading equipment, primary silica-export use, and future multipurpose flexibility. ADC gives a JOD 100,000 bid bond, a 20 July clarification deadline, and a 17 August proposal close. ACPOM identifies Mut'ah as a 150 m by 35 m floating dock used for general cargo and grain handling with direct truck loading. Its 2025 insurance RFP supports operating-asset context only; it is not a Tender 27/A/2026 condition survey. The public pages do not confirm July 2026 site-visit attendance or observations and do not disclose detailed condition, rehabilitation quantities, bids, award value, selected operator, financial close, or a dredging package. The lead image shows current Aqaba port cargo operations from the official operator gallery and is used as location and operating-context evidence, not as an identification of the tender assets.

Why it matters

The bid price has to absorb more than new ship-loading equipment. Existing berth and terminal condition, marine rehabilitation, integration, utility and road upgrades, commissioning, throughput, maintenance, operating revenue, and handback performance all affect whether the concession can reach financial close and deliver reliable vessel service.

What remains open

The concession will be financeable only if bidders can turn incomplete public condition information into a rehabilitation and operating plan without hiding marine risk inside an optimistic throughput case. A credible proposal needs a condition matrix that separates verified survey findings from bidder allowances, along with explicit berth and fender acceptance criteria, ship-loader interfaces, continuity rules for existing operations, lifecycle maintenance, performance testing, insurance allocation and handback reserves. Addenda, bidder clarifications, named competition, financing terms and disclosed rehabilitation requirements will show how that risk is allocated.
