Penta-Ocean announced the MPA contract award in March 2018 to a joint venture of Penta-Ocean Construction, Hyundai Engineering & Construction, and Boskalis International. MPA progressively hands completed reclaimed land to PSA, which develops and operates the terminal; PSA is not identified as the Phase 2 reclamation contractor.

The cumulative total covers Tuas operations since September 2022 and confirms continuing terminal ramp-up. It began with Phase 1 and does not identify the planned Phase 2 six-berth handover, marine-civil acceptance or named Phase 2 capacity in service.
MPA extended Phase 2 bulk-carrier operations through December 2026
Port Marine Notice 73 set 24-hour operations in two project-area work zones from 20 June to 19 December 2026 and superseded a 2025 notice. It confirms continuing construction logistics, not completed reclamation, accepted wharf geometry, or commercial terminal operation.
MPA renewed the Phase 2 marine work area through September 2026
Port Marine Notice 43 extended the regulated works period from 26 March to 25 September 2026 and revised the work-area chart and craft list. The notice is activity and navigation-control evidence, not a construction-completion or acceptance certificate.
MPA's 2025 annual report advanced the aggregate reclamation measure and said the first six completed berths were targeted for handover to PSA in March 2026. It did not confirm handover, marine-civil acceptance, terminal readiness or operation.
Owner raised the Phase 2 reclamation record to about 75%
MPA reported Phase 2 reclamation about 75% complete. Its accompanying statement that 11 Tuas Port berths were operational describes the wider port and cannot be reassigned to Phase 2; civil acceptance, handover, terminal systems, and Phase 2 commissioning remained separate.

The contractor identified the Penta-Ocean-Hyundai-Boskalis joint venture and a package covering reclamation, deep-water wharf, dredging, soil improvement and caisson works. The award fixed scope and counterparties, while mobilisation and accepted output remained ahead.
