One Jersey berthing award resolves into two delivery chains
The official award title combines Albert Pier and St Helier Marina, but delivery evidence shows two different workfronts. Geomarine was the primary contractor. Albert Pier carried a published GBP 4.5 million value, Walcon pontoon scope and Fugro rock-socket and pile installation. St Helier Marina carried approximately GBP 3.5 million of investment, Walcon pontoon replacement and Hartigan engineering. The final stages closed in April and May 2022 respectively.
A zero-value award record becomes a package-level delivery map
Contracts Finder establishes the combined award identity, Ports of Jersey buyer and Geomarine supplier, but not a usable price. Geomarine controls the Albert Pier value and scope. Walcon identifies its own subcontract role and Fugro's pile-installation scope there, then documents the approximately 250-berth St Helier replacement. Hartigan confirms the marina design and delivery outcome. Ports of Jersey confirms completion and operational benefit. The 2014-15 Berths 4 and 5 scheme is historical context only and is not merged into this award.
Subcontract evidence changes by workfront
A procurement register can identify the buyer and prime contractor while still hiding the commercial and technical structure that matters to the marine supply chain. Here, the official structured record publishes GBP 0, yet contractor and owner evidence reveals different package values, downstream firms, berth systems and handover dates. Treating the title as one undifferentiated marina job would lose the geotechnical, piling, pontoon, bridge, electrical and design interfaces.
Evidence conclusion
Completion is evidenced, but the values stay package-specific
Ports of Jersey is the buyer and Geomarine the evidenced primary contractor. On Albert Pier, Walcon is explicitly Geomarine's subcontractor and Fugro installed rock sockets and steel piles. Geomarine reports GBP 4.5 million, 15 piles, a 51-metre bridge and 20 leisure berths; Walcon describes up to 26 new berths. Those different published counts are not forced into a single as-built figure. On St Helier Marina, Walcon replaced the on-water system for about 250 berths across seven piers and Hartigan provided engineering design. The GBP 3.5 million marina figure is retained at its own workfront. Ports of Jersey's later bankseat replacement and Harbour Master Plan belong to other project records.
Outstanding evidence
- Owner-issued final account or as-built berth schedule
- Lifecycle and defect works on piles, pontoons, bridges and utilities
- 2025-26 Albert Pier No. 1 bankseat replacement kept separate
- Future Albert Pier and marina packages under the St Helier Harbour Master Plan
