Ports of Jersey procured Albert Pier and St Helier Marina as a combined berthing-infrastructure upgrade and awarded Geomarine as the primary contractor. The delivered works resolve into two distinct packages. At Albert Pier, Geomarine reports a GBP 4.5 million project comprising 15 marine piles, berthing pontoons, a 51-metre access bridge, landside electrical upgrades and commercial-vessel berthing. Walcon, working as Geomarine's subcontractor, supplied and installed the final pontoon stage; Fugro installed the rock sockets and steel piles. At St Helier Marina, about GBP 3.5 million was invested in replacing the on-water infrastructure for approximately 250 berths across seven piers. Walcon was the specialist pontoon subcontractor, Hartigan the engineer, and Geomarine refurbished and reinstated the two access bridges. Albert Pier's final stage was reported complete on 6 April 2022 and the marina works in May 2022.

Delivery parties
Geomarine - primary contractor for the combined Albert Pier and St Helier Marina upgrade, Walcon Marine - subcontractor to Geomarine for the Albert Pier pontoon stage and specialist pontoon subcontractor for St Helier Marina, Fugro - Albert Pier rock-socket and steel-pile installation, Hartigan - engineering design for the St Helier Marina refurbishment
Contract route
Ports of Jersey competitive works procurement. The official Contracts Finder record identifies the buyer, a 25 November 2020 award to Geomarine and the combined Albert Pier and St Helier Marina title, but its structured value is GBP 0 and is not a usable contract price. Delivery records split the combined title into the GBP 4.5 million Albert Pier package and approximately GBP 3.5 million St Helier Marina refurbishment. Walcon and Fugro appear below Geomarine on Albert Pier; Walcon and Hartigan appear on the marina workfront.
Execution window
The procurement record carried an initial 2019 tender and a Geomarine award dated 25 November 2020. Walcon began the Albert Pier delivery in 2021 and reported the second and final stage complete on 6 April 2022. St Helier Marina work began in September 2021 and was completed in May 2022. Ports of Jersey's third-quarter 2022 quality report states that the marina refurbishment finished on schedule and that the combined Albert Pier and St Helier works had released capacity benefits.
Works package
Albert Pier: install 15 marine piles, pontoons for larger leisure and commercial vessels, a 51-metre bridge and landside electrical upgrades. Walcon describes the final arrangement as a three-metre-wide back walkway, 13 piled fingers and up to 26 berths with 24-hour access; Geomarine describes 20 leisure berths for vessels up to 25 metres, so the two published berth counts are retained as different contractor descriptions rather than forced into one as-built quantity. St Helier Marina: remove and replace the complete on-water infrastructure, including guide piles and pontoons for approximately 250 berths across seven piers; refurbish and reinstate two access bridges and provide an additional alongside walkway.
Marine interfaces
Both workfronts were delivered inside an operating tidal harbour and had to coordinate marina drainage, vessel relocation, pile and rock-socket installation, pontoon fabrication and fit-out, access bridges, electrical services and staged return of berths. Albert Pier's deep-water and commercial-vessel berths interface with harbour traffic and 24-hour access, while St Helier Marina's replacement had to preserve the existing basin geometry and return permanent and visitor moorings before the 2022 boating season.
Commercial evidence boundary
This completed reference project exposes a local marine civil prime, a specialist pontoon subcontractor used on both workfronts, a geotechnical and piling specialist on the exposed Albert Pier package, and a design engineer on the marina replacement. Those assignments show which firms controlled piling, pontoons, bridges and design even though the official award title combined the workfronts. No open prime-contract opportunity remains.

Ports of Jersey confirmed the combined capacity benefits
The third-quarter quality report states that St Helier Marina was completed on schedule and that the Albert Pier investment and marina refurbishment enabled berth reconfiguration and a reduction in parts of the waiting list.
The complete on-water replacement returned approximately 250 berths across seven piers, with Walcon's systems and Geomarine's refurbished access bridges in service.
The official procurement record named Geomarine against the Albert Pier and St Helier Marina upgrade; the structured notice did not publish a usable award value.
