Hammond Cove award fixes the price, not the marine scope
New York City identifies NYC Parks, Empire Construction and Property Management Group, competitive sealed bidding and a USD 4,583,648 amount for X310-117M. The public notice does not expose the PASSPort drawings, specifications, executed contract, notice to proceed, lower-tier chain, construction progress or close-out. That divide matters because older official requests for dredging and marina upgrades describe community needs, not the awarded work breakdown.

The City Record records the award, while NYC Open Data corroborates the project, agency, PIN, vendor and value. The archived solicitation gives the estimate and document-access boundary, and OMB lists planned owner-side commitments. Historic community dredging requests provide context only and are not part of the contract.

Marine-market readers need to know whether the package includes dredging, dock replacement, piling, shoreline repair, utilities or only selected facility elements. They also need the programme, temporary-access and environmental interfaces.
