Kandla 1-6 has moved beyond a fender-only scope

Kandla Cargo Berths 1-6 began with a 2022 Board-approved INR 329.8 million fender proposal and a later INR 7.08 million IIT Madras fender consultancy. DPA's July 2025 EOI widens the programme to structural testing, repair or new-build options, DPR and DBR, EPC tender preparation and construction supervision.

The owner reopened the structural solution

DPA's 2022 Board minutes approve an INR 329.8 million fender block estimate and future tender authority. IIT Madras records project IC23242045OEDEEN008228, S Nallayarasu, a 30 November 2023 to 30 May 2025 window and INR 70.80 lakh sanctioned value. DPA's July 2025 EOI documents the 1955-72 berths, 2001 earthquake damage, temporary repairs, existing 1000H fenders, alignment issue and broader EPC consultancy scope. The later consultant and works awards remain unpublished.

A scope reset changes the supplier map

The commercially relevant package is no longer limited to replacing berth furniture. Decks, piles, beams, connections, berth alignment, life extension, phasing and live-port operations now sit inside the option study. That could create a larger EPC package, but only after a consultant award, preferred concept and issued tender establish the design and quantities.

Evidence conclusion

Awards remain behind two procurement gates

The 2022 resolution authorized tender actions but did not record an award. IIT Madras is attributable only to the 2023-25 fender-upgrade consultancy. An expanded consultant work order, EPC RFP, EPC award, fender manufacturer and installation subcontractor all remain unpublished. The evidence supports design-stage monitoring, not contractor attribution.
