DPA's Cargo Berths 1-6 programme has widened beyond the fender-only work approved in 2022. The Board approved an INR 329.8 million block estimate and tender authority for upgraded fenders, while IIT Madras later recorded an INR 7.08 million fender-upgrade consultancy from November 2023 to May 2025. A July 2025 DPA EOI instead asks a consultant to test the earthquake-damaged berths, compare strengthening with new construction, prepare the DPR and EPC tender and supervise delivery. No consultant or EPC award is public.

Contract route
DPA's 30 March 2022 Board resolution approved an INR 329.8 million fender block estimate and authorized the Chairman to issue an NIT, evaluate bids and accept an L1 bidder. It does not record those later actions as completed. DPA's July 2025 EOI states that the broader project is intended for EPC mode and requires the consultant to prepare tender documents, support bid evaluation and supervise construction. The EOI is not a consultant award or an EPC procurement.
Execution window
IIT Madras records the fender consultancy from 30 November 2023 to 30 May 2025. DPA's later berth-wide consultant EOI does not establish an awarded consultant, EPC notice to proceed or construction programme. Its supervision obligations extend through completion once a downstream contractor exists.
Works package
Assess Cargo Berths 1-6 through site survey, visual inspection, structural-health monitoring and NDT of decks, piles, beams and connections; compare repair and strengthening with new construction; establish phasing, schedule, cost, impacts and life extension; prepare the DPR, DBR, detailed analysis, design, drawings, estimates and implementation scheme; prepare EPC tender documents and support bid evaluation; then monitor and certify construction. The earlier fender-only scope remains a historical package boundary, not proof of installed equipment.
Marine interfaces
DPA says the six berths were built between 1955 and 1972 for roughly 45,000-55,000 DWT vessels with triple-cell 1000H fenders, were damaged in the 2001 earthquake and were temporarily repaired for operations. Cargo Berths 7-10 were later upgraded for 75,000 DWT vessels with 1450H fenders. The alignment offset between the berth groups now affects berthing, so structural condition, berth line, fender energy, mooring, live operations and staged vessel access must be resolved together.
Commercial evidence boundary
The INR 329.8 million figure is a 2022 block estimate for the fender proposal, not an accepted works price. The INR 7.08 million figure is the sanctioned value of the IIT Madras fender consultancy, not construction capex. No public primary record names the broader consultant, EPC contractor, fender manufacturer, installation subcontractor or awarded price.
