Sugar Berth has a contractor but not a clean delivery chronology

World Bank contract record 1881500 names C. O. Williams Construction Limited at USD 3,338,256.29 for Sugar Berth seawall, pavement and revetment repairs. Yet a procurement plan revised in December 2025 still called the works Pending Implementation and planned a January 2026 signature, while the API reports a September 2025 signature and April 2026 no-objection. Field mobilisation and completion remain unconfirmed by a dated official record.

The contractor is visible while the execution record remains incomplete

The World Bank contract API controls contractor, amount, reference and its recorded dates. The 15 December 2025 procurement plan controls the estimate, then-current Pending Implementation status and planned dates. Barbados Port controls berth dimensions and operating uses. The cited sources do not prove physical start, completion or acceptance and do not reconcile the chronology.

Award certainty and delivery certainty are different

The package sits beside an operating 307 metre berth serving bulk sugar, molasses tankers and cruise vessels. Contractors, suppliers and port users need a reliable sequence for access, temporary works, survey, revetment and pavement quantities, operating restrictions, completion and berth release. A contract database row cannot answer those field questions by itself.

Evidence conclusion

Publish the conflict instead of smoothing it away

The strongest defensible position is award stage. C. O. Williams and the reported USD amount are confirmed by the World Bank contract API. The USD 4 million plan figure is an estimate. The July 2026 completion date is a plan. The contract API and plan do not reconcile their dates, and the separately planned observation package has no named consultant in the published records. Promote the project only after a dated owner, observer or lender record proves mobilisation or a later milestone. Keep the Fisheries Complex breakwater as a separate asset and contract chain.
