KPA's December 2025 report confirms dredging at the DK1 quay and trestle foundations, offshore disposal by hopper barge and cargo-yard preparation. It records no activity that month in the turning basin, navigation channel or permanent port facilities. The package is active, but the public evidence does not support a completion percentage or accepted dredging quantity.

The first marine work fronts are visible

TOA's 5 February 2024 notice establishes the approximately JPY 33.5 billion Package 1 award, 1,156-day duration and scope of 2.59 million m3 dredging, 430,000 m3 reclamation and a 300 m by 50 m jacket quay. KPA's December 2025 report establishes the active foundation-dredging fronts, offshore disposal controls and the inactive channel, basin and permanent-facility fronts for that month. KPA's project page publishes the reports and May-June 2026 monitoring gallery. As of 1 August 2026, KPA, TOA and JICA disclosures do not identify the marine subcontractors, accepted quantities, current completion percentage, channel release or handover.

The package is active before its main acceptance gates

The foundation works move DK1 beyond award-stage tracking and into a live marine-delivery sequence. The next commercial and technical openings sit around channel dredging, jacket and pile installation, ground improvement, disposal logistics and specialist support. KPA and TOA have not named the downstream subcontractors for those work fronts.

Evidence conclusion

Separate active work from accepted delivery

TOA is the verified Package 1 main contractor, but KPA and TOA disclosures do not attribute the working dredger, hopper barges or jacket supply chain to a named subcontractor or fleet owner. TOA's award page describes a 214 m by 20 m trestle and causeway, while KPA's monitoring report says 363 m by 20 m. Keep both dimensions source-attributed until KPA or TOA reconciles the geometry. Current monitoring images demonstrate oversight, not current production, installed jackets or a released minus 15 m navigation envelope.
