USACE opened four New Haven Harbor bids. Great Lakes submitted the lowest total at USD 69,469,200, USD 5,827,149.37 or 9.2% above the USD 63,642,050.63 government estimate. The result is a bid ranking, not an award.

Published scope and current milestone

The 20 July SAM.gov notice and official bid abstract record four bids, seven acknowledged amendments, 20% bid security and Great Lakes as the lowest submitted total. They do not establish award, accepted price, notice to proceed or mobilisation. The USACE launch release supplies programme scale and timing; Industry Day material defines geometry, material classes and placement routes.

Dredging quantity and delivery implications

The commercial spread is now visible before responsibility review: Curtin submitted USD 83,951,953.28, Cashman USD 97,276,500 and Dutra USD 97,417,700. Delivery still carries five material routes, shallow local-site access, cable and blasting controls, environmental windows and survey acceptance.

The package is in evaluation, not construction. Great Lakes is the lowest submitted bidder, but the abstract does not prove responsiveness, responsibility, an accepted price or contract award. Field status still depends on award, notice to proceed, the accepted pre-dredge survey, plant spread and placement-site readiness.
