PIEE closed New Haven Harbor's amended IFB on 17 July. The package takes the deep-draft channel to 40 feet MLLW and sends nearly 4.5 million cubic yards through a five-route system covering open-water placement, two borrow pits, shellfish habitat and a rock reef.

What changed

PIEE update 0007 confirms an unrestricted IFB, 16 July posting and 17 July response deadline. The USACE launch release supplies the current programme quantity and planned construction period. The Industry Day record defines geometry, material classes and placement routes but is used as pre-solicitation technical context, not evidence of award, mobilisation or accepted output.

Why it matters

The difficult part is not one headline quantity. Fine material, sand and rock have different destinations; local sites have shallow approaches; the channel crosses an operating energy port; and cable, blasting, environmental-window and survey controls all sit inside the same delivery sequence.

The tender has reached post-bid review, not construction. The next reliable commercial facts are the bid abstract, apparent low bidder, responsibility determination, award and notice to proceed. Field status then depends on the accepted pre-dredge survey, plant spread and placement-site readiness rather than the planned fall start alone.
