The attribution is plausible but unconfirmed: Masirah publishes relevant Oman-based buoy, anchoring, pipeline, diving, survey and construction-barge capabilities, yet its project list does not name ACME, Bluewater or Duqm. Bluewater's project announcement describes its ACME scope as CBM delivery, while its wider company literature records a history of delivering and installing CBM systems. Masirah could therefore hold the full offshore installation package or a narrower marine-construction and diving subcontract. The operating spread is also incomplete in public sources. Masirah lists twin-screw tugs rather than ASD or anchor-handling vessels, and an Imodco/SBM Offshore Oman study calls for two ASD tugs during Khareef connection operations. Shuangliang officially delivered 16 systems totalling 80 MW on 3 March, and Sungrow reported a separate 160 MW shipment later that month. Works package
Provide the jettyless refrigerated-ammonia export interface at Duqm. EIL's public contract title confirms engineering services for the offshore portion but does not publish its detailed deliverables. The confirmed mooring package comprises four offshore buoys, eight GMH-100 hydraulic release hooks in total, solar power, navigation lights, a foghorn, controls for the hydraulic power unit, subsea valves and transmitters, a portable telemetry unit and a redundant SHF mesh communications network. Public sources leave anchors and chains, floating and submarine hoses, PLEM and ESDV equipment, export pipeline and shore crossing, installation vessels, tugs and marine acceptance testing unallocated.
Marine interfaces
The ammonia storage and refrigeration system, export pipeline, subsea isolation, PLEM and hose string, four-buoy spread, tanker mooring operations and Yara vessel interface must function as one safety-critical export system. The confirmed marine chain currently ends with EIL's INR 61 million engineering consultancy, Bluewater's CBM system agreement and Straatman's control package, with Resinex cooperation and assembly at APT Global's Ras Al Khaimah yard also documented. An industry source points to Masirah Marine for physical installation, but neither Masirah's portfolio nor Bluewater's ACME release defines the contract boundary. Bluewater's broader installation history means Masirah could be the main offshore contractor, a Bluewater subcontractor or the holder of a narrower diving and marine-construction package.
