The attribution is plausible but unconfirmed: Masirah publishes relevant Oman-based buoy, anchoring, pipeline, diving, survey and construction-barge capabilities, yet its project list does not name ACME, Bluewater or Duqm. Bluewater's project announcement describes its ACME scope as CBM delivery, while its wider company literature records a history of delivering and installing CBM systems. Masirah could therefore hold the full offshore installation package or a narrower marine-construction and diving subcontract. The operating spread is also incomplete in public sources. Masirah lists twin-screw tugs rather than ASD or anchor-handling vessels, and an Imodco/SBM Offshore Oman study calls for two ASD tugs during Khareef connection operations.
