ACME's Duqm export package is a four-buoy Conventional Buoy Mooring for refrigerated green ammonia. EIL holds the offshore engineering consultancy, Bluewater the CBM agreement and Straatman the delivered control package. An industry source identifies Masirah Marine as the most likely selected installation contractor. Masirah's Oman portfolio supports the attribution through relevant buoy, anchoring, pipeline, diving, survey and construction-barge experience, although no public ACME-, Bluewater- or Duqm-specific award confirms it. Bluewater's ACME release describes system delivery, while the company's wider literature records experience delivering and installing CBM systems. That leaves Masirah's main-contract or subcontract position unresolved. Masirah's fleet page lists twin-screw tugs rather than ASD units, and an Imodco/SBM Offshore study calls for two ASD tugs during Khareef connection operations. The tug provider remains an undisclosed part of the offshore spread.

An industry source points to Masirah Marine

EIL's official presentation defines a consultancy role through March 2027. Bluewater's award names a four-buoy CBM scheduled for January 2026 delivery and 2027 use, while its support-services brochure documents wider CBM installation experience. Straatman confirms delivered and pre-commissioned controls. An industry source dated 5 August 2026 identifies Masirah Marine as the most likely installer. Masirah's official pages support the capability match without naming ACME, Bluewater or Duqm. Its fleet page lists construction barges and twin-screw tugs but no ASD or anchor-handling vessel. Imodco identifies two ASD tugs for Khareef connection work. Award, package boundary, tug provider, mobilisation and acceptance remain undisclosed.

The offshore contract boundary remains unresolved

Masirah's published capabilities align with the physical work: buoy and SPM installation, subsea anchoring, chain work, pipelines, commercial diving, survey and crane-barge support. Bluewater also has its own history of CBM installation and installation engineering, so the available material does not establish whether Masirah holds the full offshore package, works under Bluewater or carries a narrower diving and marine-construction subcontract. The published Masirah fleet does not cover the two-ASD-tug requirement identified for Khareef connection work. Contracting party, scope, named tugs, anchors and chains, hoses, PLEM, export pipeline, ROV support and acceptance remain open.

Green Hydrogen and Chemicals SPC is the ACME-owned project vehicle, and EIL holds the INR 61 million offshore engineering consultancy through March 2027. Bluewater's project-specific agreement covers delivery of the four-buoy CBM, with Straatman supplying the control and hydraulic-release package. Exact-project imagery places assembled equipment at APT Global's Ras Al Khaimah yard, while Resinex cooperation is acknowledged without a defined package. An industry source identifies Masirah Marine as the most likely physical installer. Its official portfolio supports that assessment, but the absence of a project award, notice to proceed, named vessel or mobilisation record limits the attribution to Reported. Bluewater's installation history also leaves several possible commercial structures: Masirah may contract with ACME, subcontract to Bluewater or perform a narrower marine-construction scope.
