Patimban expansion remained in reclamation and dredging at mid-2025

JICA's April-June 2025 monitoring lists two different marine packages still in production at the end of the quarter. Package 5 was further ahead on sand fill, basin dredging and quay slabs; Package 6 had barely started its reported access-channel dredging measure and still had substantial reclamation and deck work open.

What changed

JICA's April-June 2025 report records Package 5 sand filling at 90.37%, seawall rock at 74.56%, basin dredging at 68.54% and quay deck-slab work at 92.98%. It records Package 6 sand filling at 54.81%, rock work on CDM at 71.74%, access-channel dredging at 77,471.08 m3 or 1.92%, and PC deck slabs at 87.59%. TOA and Penta-Ocean define the underlying Package 5 and 6 contract scopes. The Ministry's audited statement confirms completed Phase 1-1 handovers and keeps Packages 5 and 6 under construction. JICA's January 2025 loan agreement sets a 2028 programme target but does not establish current completion or Package 7 mobilisation.

Why it matters

Patimban is already a working car-export port, which makes the expansion easy to overstate. The operating first section does not mean the Phase 1-2 marine platform, new container berth or later terminal packages are finished. Residual-scope and capacity decisions depend on keeping the work-item percentages, package ownership and acceptance sequence separate.

What remains open

The critical gap is no longer main-contract identification. It is evidence of accepted marine output. Package 5 still needed its basin, seawall, quay and terminal works brought through handover. Package 6 still faced a much larger dredging and reclamation path, followed by berth and terminal release. The next reliable change will be an owner or lender record tying final quantities and as-built depth to package acceptance. A later Package 7 award should be reported on its own line, not folded into Packages 5 or 6.
