Patimban Port Phase 1-2 expansion

Patimban's operating first section sits beside an unfinished expansion. JICA's April-June 2025 monitoring records active reclamation, basin and access-channel dredging, quay-wall construction and pavement foundations across Package 5 and Package 6. Package 5 sand filling had reached 90.37% and basin dredging 68.54%; Package 6 sand filling was 54.81% and its reported access-channel dredging 1.92%. Those are work-item measures, not whole-port completion percentages.

Contract route
Both packages were awarded by the Directorate General of Sea Transportation under JICA ODA financing with Japan's STEP procurement terms. TOA's five-company joint operation holds Package 5. Penta-Ocean's six-company consortium holds Package 6. Phase III financing signed in January 2025 supports the remaining Phase 1-2 programme; it does not by itself establish Package 7A or 7B construction start.
Execution window
Package 6 construction started on 5 January 2023 and Package 5 on 31 March 2023. Contractor award notices originally set 34 months for Package 6 and 31 months for Package 5. JICA's latest monitoring page carries field evidence through June 2025, when major marine and terminal works were still active. JICA's Phase III loan record gives 2028 as the planned programme completion point when the financed facilities enter operation.
Works package
Package 5 covers a 381 m car-terminal berth, a 170 m RoRo terminal, a 367 m service-boat terminal, 20 ha of ground improvement and reclamation, about 1.64 million m3 of dredging, pavement, buildings, revetment and port facilities. Package 6 covers a 419 m container berth, about 9.88 million m3 of dredging to -14 m, 27 ha of reclamation, CDM and CPM ground improvement, pavement, drainage and M&E works. JICA's wider Phase 1-2 frame comprises 64 ha of container terminal, 13.7 ha of automobile terminal and anchorage and channel dredging.
Marine interfaces
The two packages share a soft-seabed marine platform but carry different berth, dredging, reclamation and terminal outcomes. Fill delivery, CDM and CPM treatment, seawall and bund progress, offshore disposal, quay-wall construction, drainage and pavement release must be coordinated with an operating first-stage car terminal, fishing activity and the port access road.
Commercial evidence boundary
The main Package 5 and 6 contractors are already appointed, so near-term opportunity sits in residual marine production, specialist plant and materials, survey and environmental monitoring, terminal systems, testing and close-out rather than a new main civil award. Package 7A and 7B remain a separate future procurement question until the owner publishes a current decision.

JICA monitoring kept both expansion packages in active marine construction

The April-June quarter records ongoing reclamation, dredging, quay and pavement work in Packages 5 and 6. It supplies measured work-item progress but no final marine acceptance or full terminal handover.

Package 5 completed production of its contracted PC deck slabs

The monitoring report records 1,482 Package 5 PC deck slabs, or 100% of the bill-of-quantities item. Quay assembly, rubble, reclamation, dredging, pavement and terminal handover remained separate work fronts.

Toyota Tsusho joined the container-terminal operating company

The investment in Patimban Global Gateway Terminal established another operating counterparty while the container terminal itself remained under construction. Operator formation is not civil completion or service release.

JICA signed the third Patimban development loan

The JPY 83.408 billion agreement finances remaining Phase 1-2 terminal and dredging scope and sets 2028 as the planned point when facilities enter operation. The loan did not certify current construction or award later packages.

Package 5 car-terminal construction started

The start opened the separate car-terminal expansion work front under the TOA-led joint operation. It did not change the completed Phase 1-1 boundary or prove the Package 5 marine platform complete.

Package 6 container-terminal construction started

The Penta-Ocean-led consortium moved into execution on the 419 m berth, deepening, reclamation and ground-improvement package. Completion and terminal operation remained later gates.

TOA announced the Package 5 car-terminal award

The contractor fixed the five-company joint operation, a roughly USD 209 million value and the berth, quay, reclamation, dredging and terminal scope. Contract award did not establish physical progress or acceptance.

The contractor identified a six-company consortium and a roughly JPY 48.4 billion package covering the berth, dredging, reclamation, ground improvement and terminal civil works.
