The Conseil Régional used an EU works procedure for Lot 2. TED notice 113250-2025 opened the competition and award notice 664551-2025 records ETPO, Merceron TP and Avenir Déconstruction as winners, a EUR 23,594,961.67 result value and contract conclusion on 6 October 2025. The owner announced the group and the two-year mission on 20 October 2025.
Execution window
The owner framed Lot 2 as a two-year assignment beginning in late 2025. The 60-metre, 270-tonne Ro-Ro ramp was removed in December 2025; demolition of the old lock-guide structures was active in March and April 2026, using a monobloc pontoon and 300-tonne and 120-tonne cranes. The broader phase-one terminal programme targets early 2028, but no Lot 2 completion or acceptance date has been published.
Works package
Remove the two existing lock-guide structures and berth 1 Ro-Ro ramp; fabricate reinforced-concrete replacement guide caissons in dry dock; float, tow and immerse the caissons; and perform maintenance dredging in the outer harbour and lock approaches. Owner publications say deconstruction and dredged materials are to be reused on site, including dried sediment in the new structures, without sea disposal.

The exact TED award is EUR 23.59496167 million for Lot 2. It is not the EUR 150 million whole-terminal programme or the EUR 87 million nautical programme envelope. The approximately 45,000 cubic metres reported after the first 2025 dredging campaign and the approximately 90,000 cubic metres covered by the wider environmental authorisation are separate scope indicators; neither is a measured Lot 2 quantity or a basis for a contract unit rate.
