Project Shiprite is a USD 137 million ship-repair development inside Ghana's Port of Takoradi. Its marine scope includes a 200-metre jetty, about 300,000 m3 of rock dredging, reclaimed working land and a 13,500-tonne lift-capacity floating dock. PIDG joined the investor group on 1 June 2026 with USD 9.7 million in equity and shareholder lending. Public disclosures still stop short of financial close, a named civil EPC or dredging contractor, a dock builder and a dated start on site.

Contract route

AfDB's live project portal lists the operation as ongoing with a planned completion date of 14 May 2027. The published project record has no current notice-to-proceed date, marine construction programme, floating-dock fabrication schedule or accepted handover date. The portal date remains a monitoring reference rather than a verified contract programme.
Works package
Build a 200-metre jetty beside the floating-dock pocket, remove about 300,000 m3 of seabed rock, provide reclaimed working land, procure and install a 13,500-tonne lift-capacity floating dry dock and deliver workshops, offices, warehouse space, steel and pipe fabrication, mechanical and electrical services, blasting and painting facilities and heavy marine equipment. Published reclaimed-area figures are not reconciled: AfDB and Afreximbank later cited 30,000 m2, while Interocean cited 18,000 m2 in September 2024.
Marine interfaces
The project joins rock excavation and dredging, disposal and environmental controls, reclamation, jetty foundations and deck, the dock pocket, floating-dock fabrication and tow-in, mooring and utility connections, vessel access and live-port operations. The ESIA also requires the contractor to prepare a site-specific dredging management plan and places construction monitoring under the EPC contractor with PMD and its engineering manager overseeing compliance.
Commercial evidence boundary
The June 2026 equity step improves the chance of delivery but does not reveal the executable package map. Marine suppliers still need the financial-close and drawdown conditions, named EPC structure, dredging method and disposal route, current rock quantities, reclaimed-area basis, floating-dock shipyard, local subcontract split, programme and acceptance tests before treating the job as an active construction market.

PIDG joined the capital stack and described a path to financial close

PIDG committed USD 9.7 million in equity and shareholder lending and said the investment closed a final funding gap. The release says the transaction can proceed to financial close and construction; it does not report close, notice to proceed or site mobilisation.

Afreximbank said the agreement secured the full commitment of the capital providers. The later PIDG funding-gap statement shows that this 2024 commitment milestone did not by itself establish financial close or physical construction.

The approval fixed the USD 137 million project basis, 25-year concession and principal marine scope. It was a lender approval, not a works award or mobilisation notice.

The ESIA set the dredging-management and monitoring framework

The environmental study requires a site-specific dredging management plan and assigns construction monitoring to the EPC contractor under PMD and engineering oversight. It supplies the control framework but not evidence that the works started.
