Guam P-835 is design work, not a dredging start
The Lima Wharf and Inner Apra Harbor package has advanced from DD1391 and 15% design into a USD 3.335 million design-bid-build task order, exposing three specialist subaward records but no construction contractor or dredging mobilisation.
An in-scope modification more than doubled the design order
USAspending controls the prime, USD 3.335 million current obligation, modification history, September 2028 contract end and three reported subaward records. Hawaii's official registry identifies Moffatt & Nichol and Design Partners as the JV's general partners without allocating P-835 workshare. NAVFAC supplies planned-depth context only. No cited record proves a construction award, physical dredging, achieved quantity or acceptance.
The design chain is visible before the construction chain
P-835 exposes the early design supply chain before construction procurement begins. The prime architect-engineer, its two JV partners and three specialist subaward records are public, while the eventual dredging, survey-control, UXO-clearance, sediment-transport and placement packages remain unawarded or undisclosed. Treating the design order as a dredging start would erase the commercial opportunity that still sits ahead.

The original USD 1.357 million order covered DD1391 and 15% design. P00001 added USD 1.978 million for updated DD1391 documentation and a design-bid-build package, lifting current obligations to USD 3.335 million. P00002 then extended the design completion date to 30 September 2028 without adding value. NAVFAC's environmental baseline supplies planned minus 43-foot and minus 40-foot depths, but no final volume, sediment route, construction solicitation, dredger or mobilisation. The project therefore belongs in design-stage tracking with a focused watch on the next construction procurement.
